Attachment C <br />25HSGP Award Letter <br />EMW-2025-SS-05030 <br />Amendment Memo <br />U.S. Department of Homeland Security <br />Washington, D.C. 20472 <br />Effective date: 05/26/2026 <br />.?' FEMA <br />FEMA has made an amendment to your award: EMW-2025-SS-05030. The change to your grant was <br />reviewed and is hereby approved as specified below. All other terms and conditions of the grant remain <br />unchanged. <br />Terms and conditions amendment(s) <br />FEMA has reviewed the terms and conditions of your award. <br />The following terms and conditions have been added to your award: <br />Article 75 National Priority Area Program Hold (30%) <br />Consistent with the FY 2025 HSGP NOFO, the recipient is prohibited from drawing down funding for projects <br />needed to meet the 30% minimum spending requirements for National Priority Areas under this award until <br />each project is reviewed by FEMA/GPD to determine effectiveness. Per IB 550, the 45-day pass through <br />period will not begin for these funds until this hold is lifted. <br />Article 76 Law Enforcement Terrorism Prevention Activities Program Hold (35%) <br />Consistent with the FY 2025 HSGP NOFO, the recipient is prohibited from drawing down funding for projects <br />needed to meet the 35% minimum allocation requirements for Law Enforcement Terrorism Prevention <br />Program Activities (LETPA) under this award until each project is reviewed by FEMA/GPD to determine <br />alignment with LETPA requirements. Per IB 550, the 45-day pass through period will not begin for these <br />funds until this hold is lifted. <br />The following terms and conditions have been removed from your award: <br />Article 57 Funding Hold: Additional Information Required <br />FEMA has placed a funding hold on this award, and $19,631,821 is on hold in the FEMA financial systems. <br />The recipient is prohibited from obligating, expending, or drawing down the funds associated with the <br />following Homeland Security Grant Program subprogram(s)/investment(s). To release the funding hold, the <br />recipient must provide a detailed cost breakdown and justification for the investments/projects listed above. <br />FEMA will rescind the funding hold upon its review and approval of the detailed cost breakdown and <br />justification. If you have questions about this funding hold, please contact the DHS/FEMA Headquarters <br />Preparedness Officer. <br />Your amended award package is included below.
