b. At least thirty percent (35%) of the combined HSGP award allocated under SHSP and UASI must <br />be dedicated to law enforcement terrorism prevention activities (LETPA). To meet this <br />requirement, the Subrecipient has agreed, at a minimum, to meet the LETPA percentage <br />indicated in the Budget. If the Subrecipient anticipates spending less than the indicated <br />amount, a budget amendment is required. <br />c. The maximum percentage of the Grant Agreement Amount that may be used for personnel <br />expenses under this Agreement is identified in the Budget. If the Subrecipient anticipates <br />spending more on personnel costs, an amendment is required. Additional approval steps may <br />also be required before the personnel percentage can be increased. <br />3. If funding is allocated for intelligence analysts, analytical personnel must demonstrate qualifications <br />that meet or exceed competencies identified in the Common Competencies for state, local, and tribal <br />intelligence analysts, which outlines the minimum categories of training needed for intelligence <br />analysts. All training to ensure baseline proficiency in intelligence analysis and production must be <br />completed within six (6) months of hiring unless the analyst has previously served as an intelligence <br />analyst for a minimum of two (2) years. Documentation of this requirement must be accessible to the <br />Department Key Personnel as applicable. <br />4. If funding is allocated to non-DHS FEMA training, the Subrecipient must request prior written <br />approval from the Department Key Personnel before attending the training. The Department will <br />coordinate approval with the State Training Point of Contact. Pursuant to DHS/FEMA Grant <br />Programs Directorate Information Bulletin No. 432, Review and Approval Requirements for Training <br />Courses Funded Through Preparedness Grants, https://www.fema.gov/sites/default/files/2020- <br />04/Traininq Course Review and Approval IB Final 7 19 18.pdf, the training must fall within the <br />FEMA mission scope and be in alignment with the Subrecipient's Emergency Operations Plan. This <br />requirement only applies to training courses and does not include attendance at conferences. <br />Furthermore, additional federal approvals are required for courses that relate to Countering Violent <br />Extremism. <br />5. Except for an elevated National Terrorism Advisory System alert, rior written approval is required <br />before SHSP and UASI funds may be used for operational overtime. Requests must be submitted to <br />the Department Key Personnel in advance of the expenditure to ensure all additional approval steps <br />can be met. <br />6. To gather data for the required FEMA deliverables (i.e., SPR, THIRA), EMD is continuing the pilot of <br />the three-year County Emergency Preparedness Assessment (CEPA) process with workshops, <br />occurring in a third of the 39 counties each calendar year 2024-2026. All SHSP Subrecipients that <br />have not completed a CEPA workshop in calendar year 2024 or 2025 must participate in and <br />complete a CEPA workshop located in their county in calendar year 2026 to receive SHSP funding. <br />C. DHS TERMS AND CONDITIONS <br />As a subrecipient of 25HSGP funding, the Subrecipient shall comply with all applicable DHS terms and <br />conditions of the 25HSGP Award Letter and its incorporated documents for the Grant, which are <br />incorporated in and made a part of this Agreement as Attachment C. <br />DHS-FEMA-HSGP-SHSP-FY25 Page 12 of 55 Kittitas County, E26-350 <br />
