ATTACHMENT "A" <br />SCOPE OF WORK <br />CONTRACT PROVISIONS RELATED TO MENTAL HEALTH COUNSELOR <br />a. Provide appropriately licensed mental health counselor services up to five (5) days and forty <br />(40) hours per week, subject to mutually agreed written staffing schedules, County service <br />demand, safe facility access, and Contractor workforce availability. Any minimum staffing <br />commitment or material schedule change must be approved in writing by both parties. <br />b. Provide screening of incarcerated individuals within 72 hours of booking, rnost often within <br />24 hours of booking. If an individual is booked over the weekend or on a holiday, the <br />individual will be screened on the following business day. Any screening tirmeframe begins <br />when the County provides accurate booking and referral information and safe, timely access <br />to the individual. <br />c. Provide assessments on incarcerated individuals that screen positive for mental health <br />treatment needs. <br />d. Provide group treatment as appropriate. <br />e. Assist and collaborate with medical providers when assessing and treating inmates at KCJ. <br />f. Evaluate any incarcerated individual presenting with a mental health or substance use <br />disorder crisis and coordinate with Comprehensive's Designated Crisis Responders as <br />necessary. <br />g. Communicate with courts, prosecutors, and defense counsel only as permitted by HIPAA, 42 <br />C.F.R. Part 2, chapter 70.02 RCW, applicable privilege, a valid authorization or court order, <br />and the minimum -necessary standard. <br />h. Provide training to KCJ personnel in coordination with KCJ administration. <br />i. Make referrals to community providers for incarcerated individual's needs to promote a <br />reduced risk of recidivism. <br />CONTRACT PROVISIONS RELATED TO SUBSTANCE USE DISORDER PROFESSIONAL <br />a. Provide assessments on incarcerated individuals that screen positive for substance use <br />treatment needs. <br />b. Make referrals to the appropriate contracted provider with KCJ for medication treatment for <br />substance use disorders. <br />c. Make referrals to community providers for incarcerated individual's needs to promote a <br />reduced risk of recidivism. <br />d. Make referrals to providers in the incarcerated individual's community of residence. <br />e. Provide warm handoff referrals when possible. <br />f. Coordinate referrals with other providers serving those incarcerated in KCJ. <br />g. Provide counseling services to incarcerated individuals who qualify as having a substance <br />use disorder. <br />CONTRACT PROVISIONS RELATED TO PRACTITIONER <br />Definitions: <br />Practitioner means a Washington -licensed advanced registered nurse practitioner, physician, physician <br />assistant, or other medical professional whose license, competence, and prescriptive authority are <br />Kittitas County Agreement for Services (rev. 5/14/25) <br />Page 4 of 23 <br />
