KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT <br />STUDY SESSION DATE: August 11, 2026 <br />ACTION REQUESTED: Informational update regarding the Ryegrass Bale Fill and <br />planning beyond the 30-year post -closure period. <br />BACKGROUND: The Ryegrass Bale Fill is a closed landfill that remains subject <br />to post -closure monitoring, maintenance, and regulatory <br />requirements. As the facility approaches the 30-year post - <br />closure milestone, the County is beginning to evaluate the steps <br />that may be necessary to demonstrate that the site can move <br />beyond its current post -closure status. <br />DISCUSSION: Staff have begun preliminary discussions with the County's <br />contracted engineering team regarding the site's current <br />condition, available monitoring information, and potential <br />remaining requirements. These discussions are intended <br />to identify whether additional evaluation, documentation, <br />monitoring, or site work may be needed before the County can <br />pursue the next regulatory step. The approach is still being <br />developed and will depend on the engineering review and future <br />coordination with the appropriate regulatory agencies. Reaching <br />the 30-year milestone does not automatically end post -closure <br />obligations, but it provides an appropriate point to assess the <br />path forward. <br />FISCAL IMPACT: The fiscal impact has not yet been determined.
