08/03/2026 MINUTES 3
responsibilities, and chain of command.

Vice-Chairman Osiadacz gave a brief overview of the duties and
expectations of the LTAC Clerk position. She explained that the role
includes serving as Clerk for LTAC, CLTAC, and the Dispute Board.
She further stated that the position is heavily involved in the
contract process and can require significant coordination due to the
number of CLTAC members, who are City Council members serving in
those roles in addition to their full-time positions.

Chairman Wachsmith stated that he appreciated the open and honest
discussion, but was not completely convinced of the transition at
this time; however, he was willing to consider a trial period to
determine whether the duties could be successfully managed within
the BoCC Office.

Jodi Larsen, Office Administrator, stated that Staff would be
meeting later that day to further discuss the details and
expectations of the role. Vice-Chairman Osiadacz requested that Amy
McGuffin, Chamber CEO, participate in the discussion, given her
extensive involvement with the process. Julie Kjorsvik, Clerk of the Board, stated that she was
comfortable with that arrangement; however, there is a need to
figure out a solution for managing the duties in the interim.

Following discussion, the Board and Staff agreed to move forward
with a trial period to determine whether the LTAC Clerk duties could
be successfully absorbed back into the BoCC Office.

UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS

Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2026
were determined during a Board of County Commissioners Office Admin
meeting and they will continue to provide updates at future
meetings.

Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.

OTHER BUSINESS/GENERAL UPDATES – There were general updates on
meetings & conversations that the Board participated in,
individually, over the past week.

Julie Kjorsvik, Clerk of the Board, requested the Board consider
implementing remote Fridays for the office. She stated that the idea
