Proposed Projects <br />It is proposed that the city, which will operate the recreation center, will enter a lease back <br />agreement with the selected developer. The project is proposed to be funded through City <br />resources, including debt issuance, supplemented by fundraising and grants.11 The proposed <br />pFD has been identified as a potential financing partner to support operations, estimated to <br />total a $276,000 contribution annually.l2 <br />3. Kittitas ValleY Aquatic Center <br />The City of Ellensburg is in the early stages of contemplating a replacement of the existing <br />Kittitas Valley Memorial pool & Fitness Center.
