NON.EXCLUSIVE ELECTRICAL FRANCHISE AMENDMENT BETWEEN KITTITAS COUNTY <br />AI\D VANTAGE WIND EIYERGY. LLC <br />This Franchise Amendment is made by and between Kittitas County (hereinafter "the County") and <br />Vantage Wind Energy,LLC.
