KITTITAS COUNTY <br /> BOARD OF COUNTY COMMISSIONERS <br /> STAFF REPORT FOR <br /> STUDY SESSION <br /> Public Health Office <br /> STUDY SESSION DATE: 7/22/2026 <br /> TOPIC: Liquor Excise and Profit Requirements <br /> ACTION REQUESTED: Approval <br /> LEAD STAFF: Kasey Knutson <br /> RECOMMENDATION: <br /> Devote the required two percent of Kittitas County's share of liquor taxes and profits to support <br /> the Kittitas County Jail's substance use disorder program. The average amount of those funds, <br /> annually, is $2,730. <br /> BRIEFING SUMMARY: <br /> • All counties receive two separate distributions: liquor excise and liquor profits. <br /> o Liquor excise depends on actual liquor sales and revenues are partially restricted. <br /> o Liquor profits is a flat distribution from liquor licensing fees and are partially <br /> restricted. <br /> • Per Revised Code of Washington,to receive liquor taxes and profits,the county shall <br /> devote no less than two present of is share of liquor taxes and profits the support of a <br /> substance use disorder program licensed or certified by the department of health. <br /> • Per the Auditor,the separate fund for the required two percent had a year end 2024 <br /> balance of approximately$23,500. <br /> BACKGROUND: <br /> Kittitas County Public Health has been working with the Kittitas County Auditor regarding these <br /> funds. It is a relatively small amount of funding that is remitted to the county quarterly. The last <br /> quarterly payment was $280.25. The Budget and Finance Director has agreed that the jail's <br /> program would be a good use of the funds. <br /> DISCUSSION: <br /> The Kittitas County Jail recently requested additional funding for its program and has explained <br /> that other funding sources have gone away. The program at the jail also utilizes our 1/IOth of 1% <br /> mental health and substance use disorder tax funding as well as opioid settlement funding. <br /> Although it is a small amount of funding,we know the jail will utilize any funds to support their <br /> program in addition to other county funds.
