2 <br />Transmittal Letter (June 2, 2026) <br />Re. Kittitas County Public Facilities District – Financial Feasibility Review <br />C.H. Johnson Consulting, Inc. (Johnson Consulting) is pleased to submit this independent <br />financial feasibility review of the proposed formation of the Kittitas County Public Facilities <br />District (“PFD”). This assessment is provided for the Washington State Department of <br />Commerce (“Commerce”) pursuant to RCW 36.100.025. <br />Johnson Consulting has no responsibility to update this report for events and circumstances <br />occurring after the date of this report. Johnson Consulting used sources deemed to be reliable <br />but cannot guarantee their accuracy. Moreover, some of the estimates and analyses presented <br />in this study are based on trends and assumptions, which can result in differences between <br />projected results and actual results. Because events and circumstances frequently do not <br />occur as expected, those differences may be material.
