NON-EXCLUSIVE ELECTRICAL FRANCHISE AMENDMENT BETWEEN KITTITAS COUNTY <br />AND VANTAGE WIND ENERGY, LLC <br />This Franchise Amendment is made by and between Kittitas County (hereinafter "the County") and <br />Vantage Wind Energy, LLC.
