16 <br />Proposed Projects <br />It is proposed that the City, which will operate the recreation center, will enter a lease back <br />agreement with the selected developer. The project is proposed to be funded through City <br />resources, including debt issuance, supplemented by fundraising and grants.11 The proposed <br />PFD has been identified as a potential financing partner to support operations, estimated to <br />total a $276,000 contribution annually.12 <br />3.Kittitas Valley Aquatic Center <br />The City of Ellensburg is in the early stages of contemplating a replacement of the existing <br />Kittitas Valley Memorial Pool & Fitness Center.
