Page 1 of 2 <br />Public Works “Work Session Staff Report” 2026 <br />KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br /> <br />PUBLIC WORKS – BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br /> <br />STUDY SESSION DATE: June 22, 2026 <br /> <br />TOPIC: Public Facilities District Independent Financial <br />Feasibility Review <br /> <br />ACTION REQUESTED: Direct Staff to Prepare Enabling Documents to <br />Accept the Independent Financial Feasibility <br />Review by the Washington State Department of <br />Commerce <br /> <br />LEAD STAFF: <br />Josh Fredrickson, Public Works Director <br /> <br />RECOMMENDATION: <br />Direct staff to prepare enabling documents accepting the Washington State Department <br />of Commerce Independent Financial Feasibility Review to establish a Public Facilities <br />District in Kittitas County. <br /> <br />BRIEFING SUMMARY: <br /> The 1999 Legislature authorized RCW 82.14.370, Sales and Use Tax for Public <br />Facilities in Rural Counties <br /> Conference of Governments considered and approved a request for use of <br />distressed county sales and use tax funds to support the Independent Feasibility <br />Review by Department of Commerce at their regularly scheduled December 2025 <br />meeting and the Board approved funding at the March 30, 2026 study session <br /> Washington State Department of Commerce contracted for the Independent <br />Financial Feasibility which is required prior to the formation of a Public Facilities <br />District <br /> <br /> <br />BACKGROUND: <br />Public Facilities District (PFD) may be created by a County under RCW 36.100. A <br />Public Facilities District can develop and operate sports, entertainment, convention or <br />recreational facilities. To consider a PFD, at the December 16, 2025 meeting the Board <br />of County Commissioners (BOCC) authorized Board Chair signature on a letter <br />requesting the Washington State Department of Commerce conduct an independent <br />financial feasibility review. Public Works has been coordinating with the Department of <br />Commerce regarding requested documents to begin the feasibility review. Commerce <br />contracted with Johnson Consulting to conduct the review. <br /> <br /> <br />
