County of Kittitas,WA <br /> § 15A.02.010 PROJECT PERMIT APPLICATION PROCESS § 15A.02.060 <br /> CHAPTER 15A.02 <br /> DEFINITIONS <br /> § 15A.02.010. Generally. <br /> Certain terms and words used in this title are defined in the following sections. Words used in <br /> the present tense include the future;words in the singular number include the plural number; and <br /> words in the plural number include the singular number; the word "building" includes the word <br /> "structure," and the word"shall" is mandatory and not directory. <br /> (Ord. 98-10, 1998; Ord. 2000-07; Ord. 2025-003, 3/18/2025 <br /> § 15A.02.020. Consistency. <br /> "Consistency" means, including but not limited to, compliance, conformity and consistency, <br /> and refers to performance in accordance with Kittitas County Comprehensive Plan And <br /> Development Regulations. <br /> (Ord. 98-10, 1998; Ord. 2000-07; Ord. 2025-003, 3/18/2025 <br /> § 15A.02.045. Department. <br /> "Department"means the Community Development Services Department. <br /> (Ord. 2025-003, 3/18/2025) <br /> § 15A.02.050. Land use decision. <br /> "Land use decision" means a final determination by a local jurisdiction's body or officer with <br /> the highest level of authority to make the determination, including those with authority to hear <br /> appeals, on: <br /> 1. An application for a project permit or other governmental approval required by law before <br /> real property may be improved, developed, modified, subdivided, or used, but excluding <br /> applications for permits or approvals to use, vacate, or transfer streets, parks, and similar <br /> types of public property, excluding applications for legislative approvals such as area-wide <br /> rezones and annexations, and excluding applications for business licenses; <br /> 2. An interpretive or declaratory decision regarding the application to a specific property of <br /> zoning or other ordinance or rules regulating the improvement,development,modification, <br /> maintenance, or use of real property; and <br /> 3.
