CITY -COUNTY LIBRARY SERVICES AGREEMENT CITY OF CLE ELUM THIS AGREEMENT is entered into on this 16" day of December 2025, between the City of Cie Elum; Library Board of Trustees (hereinafter referred to as the `Board") and Kittitas County (hereinafter referred to as the "County'; and consented to by the City of Cle Elum City Council (hereinafter referred to as "City Council'). WHEREAS, pursuant to RCW 27.12.280, the Board of Cie Elum Public Library has the power to make available to Kittitas County residents living outside the city limits of Cle Elum the materials of said library, upon such terms and conditions as may be agreed upon; and WHEREAS, the County desires to contract for library services from the Cie Elum Public Library, and the Board is granted the reciprocal power to contract to render such services with the consent of the City Council; and WHEREAS, the County desires to assist in providing library services from the Cie Elum Public Library for County residents living outside the city limits of Cie Elum; NOW THEREFORE, the parties hereto agree as follows: Scrvices. The usual public library services provided by the Cle Elum Public Library will be provided to the Kittitas County residents who come to said library to use its facilities in accordance with the rules, regulations and operating policies and procedures applicable at any given time. Assistance in registering for the book borrowing service will be provided for anyone requesting that service when said service is regularly available for registered patrons of the library so long as the person making the request lives in Kittitas County. 2. Conipensaiion. Kittitas County shall pay the sum of $50,000.00 directly to the City as a subsidy to the City for library services provided annually to unincorporated County residents from January 1, 2026, through December 31, 2026. Payment shall be made on a quarterly basis on the last day of January, April, July, and October of 2026. Kittitas County shall pay the sum of $500.00 directly to the City as a subsidy for the Summer Reading Program, payment shall be made one time, annually, within 30 days of receipt of invoice from the City. 3. Records. The following statistics shall be compiled and maintained by the C1e Elum Public Library and reported to the Kittitas County Board of Commissioners annually: (a) Statistics on library materials circulation compared to the prior years' circulation figures. (b) Comparative statistics reflecting the services received by residents of unincorporated Kittitas County to the total services provided by the library.
