AQOBC-2024-KiCPHD-00010 <br />BETWEEN <br />THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY <br />AND <br />KITTITAS COUNTY PUBLIC HEALTH DEPARTMENT <br />PURPOSE: To amend the above -referenced agreement (AGREEMENT) between the state of Washington Department <br />of Ecology (ECOLOGY) and KITTITAS COUNTY PUBLIC HEALTH DEPARTMENT (RECIPIENT) for the <br />Community -Led Air Quality Improvement for Ellensburg (PROJECT). <br />The purpose of amendment 3 is to update project timeline tasks and remove project deliverables that are no longer <br />relevant. This is a no -cost amendment. <br />IT IS MUTUALLY AGREED that the AGREEMENT is amended as follows: <br />Project Long Description: <br />Amended: <br />Community -Led Air Quality Improvement for Ellensburg <br />Kittitas County Public Health Department (KCPHD) proposes a six month- two year project depending upon funding <br />availability, starting in Jan 2025, to reduce criteria air pollutants —carbon monoxide, lead, nitrogen dioxide, sulfur <br />dioxide, ozone, and particulate matter —in Ellensburg, an overburdened community. The project emphasizes <br />community involvement to design emissions reduction strategies that reflect local priorities. If funding is only available <br />for six months the focus will be on the initial community engagement and data analysis needed for future projects when <br />funding becomes available. <br />Project Tasks and Deliverables <br />The project will unfold in four phases: <br />1. Community Outreach and Engagement (April 2025 - Sept 2025): <br />Conduct community engagement through meetings, focus groups, and surveys, diverse community input will be <br />collected. <br />Deliverable: Stakeholder group and initial outreach plan. <br />2. Data Collection and Needs Assessment (Oct 2025 - March 2026): <br />Surveys, interviews, and focus groups will assess community air quality concerns. Outreach will target <br />underrepresented groups to ensure equitable participation. <br />Deliverable: Needs assessment report summarizing community input. <br />3. Design of Emission Reduction Projects (April 2026 - Dec 2026): <br />KCPHD will collaborate with the community to design emissions reduction strategies based on collected data. <br />Workshops and technical analysis will guide the design process. <br />Template Version 10/30/2015 <br />
