CITY OF ELLENSBURG AI\D <br />KITTITAS COTINTY <br />STATE OFWASHINGTON <br />JOINT RESOLUTION <br />KITTITAS COUNTY RESOLUTION No.: 2026J-AJ9 <br />ELLENSBURG CITY COUNCIL RESOLUTION NO.: 2026-15 <br />A JOINT RESOLUTION OF TIIE ELLENSBIJRG CITY COT]NCIL AI\D <br />KTTTITAS COT}NTY BOARD OF COTJNTY COMMISSIONERS TO AUTHORIZE <br />FT]NDING FOR THE USE OF OPIOID FUNDS RESULTING FROM TIIE <br />SETTLEMENT CLAIMS FOR TIIE ONE-TIME 2026 OPIOID ABATEMENT <br />REQUEST FOR PROPOSAL <br />WHEREAS: The proceeds generated from the settlement claims against pharrraceutical <br />supply chain participants are to be used for opioid abatement strategies <br />including co-occurring substance use disorder and mental health <br />conditions; and <br />WHEREAS: City of Ellensburg and Kittitas County executed an interlocal agreement <br />(ILA) to pool Opioid Settlement funds received pursuant to the One <br />Washington Memorandum of Understanding, to increase the benefit of <br />opioid abatement strategies to the citizens of Ellensburg and Kittitas <br />County; and <br />WHEREAS: Per the ILA, the City of Ellensburg and Kittitas County will grant funds <br />for the One-Time 2026 Opioid Abatement RFP afterboth parties have <br />approved via resolutions by the respective legislative authorities; and <br />WHEREAS: The City of Ellensburg and Kittitas County agree to fund the following <br />agencies with the following funding levels: <br />o Kittitas County Alano Club, $16,813 <br />o Kittitas County Health Network, $98,922.91,o Kittitas County Jail, $98,635 <br />o Peers Rising, $94,202.9 <br />NOW, THEREFORE BE IT RESOLVED: The City of Ellensburg andKittitas County <br />authorize funding in the amount of $308,573.81from July l, 2026, to June 3A,2027. <br />There will be no rollover of unspent funds. Each agency will be required to sign a <br />separate agreement accepting the terms and conditions for receipt of Opioid Settlement <br />Funds.
