i <br />KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: May 27, 2026 <br />TOPIC: City of Cle Elum Annexation SR 903 <br />ACTION REQUESTED: Direct Staff to Prepare Enabling Documents in <br />Support of the City of Cle Elum Annexation <br />LEAD STAFF: <br />Josh Fredrickson <br />RECOMMENDATION: <br />Direct staff to prepare enabling documents for the City of Cle Elum Annexation <br />BRIEFING SUMMARY: <br />• The City of Cle Elum has previously annexed property on either side of a portion <br />of SR903 <br />• The City of Cle Elum seeks to revise a portion of the corporate boundary to <br />include SR903 to allow for urban design standards to this segment or roadway <br />'s <br />• Cities and Counties may revise any part of a corporate boundary of a city which <br />coincides with a public street <br />• Annexation of only a street requires an agreement between the City and County <br />BACKGROUND: <br />The City of Cle Elum holds an interest in the right-of-way of State Route 903, also <br />known as W. Second Street). The City has, through previous action, annexed areas on <br />4k <br />either side of SR 903 between Ranger Station Road and the eastern boundary of the <br />County transfer station property. Annexations of property either side of SR903 in this <br />section did not include the state route. The City has interest in annexing a portion of <br />SR903 to allow for urban design standards to apply. <br />DISCUSSION: <br />RCW 35A.21.210 authorizes code cities and counties to revise any part of a corporate <br />boundary of a city which ``coincides with the centerline, edge, or any portion of a public <br />street, road or highway right of way by substituting therefore a right of way line of the <br />same public street', road or highway so as fully to include or fully to exclude that segment <br />of the pub lic street, road or highway from the corporate limits of the City." The City of <br />Cle Elum is seeking to revise a portion of their corporate boundary, to include SR 903 <br />
