Standard program. <br />a. Applicants for short -plat subdivisions and residential building permits requiring <br />mitigation may use the publicly operated Kittitas County Water Bank if certain <br />qualifications are met. To be e I i (), I I-) I e to mitigate through the Kittitas County Water <br />Bank,, an applicant must meet the following requirements: <br />i. Be located xN,itliin an area in which the Kittitas County Water Bank can <br />provide adequate water mitigation, and <br />ii. Require a quantity of water consistent with available mitigation packages, <br />and <br />iii. Submit an application for a residential building permit or Group B public <br />water system meeting standards identified in KCC 13.30 within two (2) <br />db years of issuance of the mitigation certificate. Commercial uses are not <br />eligible; or <br />iv. Submit a short]atpaPplication. Commercial uses are not eligible. <br />b. Applicants must submit a mitigation application. all applicable documentation, <br />and all applicable fees to Kittitas County' Public Works prior to submitting an <br />d' <br />Adequate Water Supply Determination application. Applicants will also be <br />required to legally record the mitigation certificate and any applicable agreements <br />on the title record associated with the property parcel. <br />2. Special use program,, <br />a. Whenever it is in hest interests of the county and its people that water rights be <br />allocated to mitigate water uses outside the terms of the standard program, the <br />Board of County Commissioners may authorize the permanent or temporary use <br />of water rights managed through the publicly operated Kittitas County Water <br />Bank. Board approval of the uses program under the Special Use Program shall <br />consider: <br />1.1 6 Current water right holdings and the ability for the water bank to serve the <br />long-term needs under the standard program and fulfill the transfer proposed <br />in the special use Program; <br />i10 Whether the proposed use of Nvater is consistent AN-ri*th and advances the'K1*tt1*tas <br />County Comprehensive Plan; <br />iii. Whether the proposed use of NNater permits local governmental entities to <br />make the most efficient use of their powers by enabling them to cooperate <br />with other localities on a basis of mutual advantage; <br />IV-0 Cost reimbursement; <br />v.
