KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT FOR <br />STUDY SESSION <br />Public Health Office <br />STUDY SESSION DATE: 5/27/2026 <br />TOPIC: 1/10t' Tax Funding for Mental Health and SUD Prevention <br />ACTION REQUESTED: Direction <br />LEAD STAFF: Kasey Knutson, Human Services Manager <br />RECOMMENDATION: <br />Provide direction to Kittitas County Public Health Department Staff on whether the Board of <br />County Commissioners is interested in utilizing 1/10th funds to support instances for individual <br />requests to support services. <br />BRIEFING SUMMARY: <br />• In April, the Kittitas County Juvenile Probation reached out via email regarding a <br />juvenile who was pending for inpatient treatment recommendation. <br />• Minor's family has insurance, however, the out of pocket expense would be prohibitive. <br />• Human Services provided some potentials to pursue for the family; options are for <br />specific target populations like youth with autism or agencies that may or may not be able <br />to assist. <br />■ Juvenile Probation asked if the 1/10th tax funding would be possible, so Human Services <br />request additional information about the scenario to include timeline funds needed, <br />anticipated cost, and an overarching summary of the situation. Request is attached. <br />■ As of May 14, the family is still finalizing paperwork with the insurance company and <br />Juvenile Probation reached out again for an update. <br />BACKGROUND: <br />Treatment is listed within the Revised Code of Washington for the use of the tax funding. <br />Oftentimes, youth in juvenile probation have access to Medicaid for medical insurance, which <br />does not result in an out of pocket cost.
