Old Heat CERB Feasibility Study | 63 <br />DATA COLLECTION PROCEDURES <br />TIMING: <br />• Annual Collection: Data on workshops, conferences, student <br />engagement, and tenant occupancy will be collected each program year <br />beginning in 2025. <br />• Biannual Updates: IMPLAN wage and job effect modeling will be updated <br />every two years to track cumulative economic impact. <br />• Milestone Reviews: Pre-construction activities (2025–2026), facility <br />launch (2027–2028), and early operation (2029–2032) will each conclude <br />with milestone reviews. <br />RESPONSIBILITY: <br />• CWU IDEA Central will collect programmatic data (workshops, <br />conferences, student engagement) and manage reporting. <br />• Tenant Businesses will provide annual reports on employment, wages, <br />and industry activities. <br />• IDEA Central will conduct biannual economic modeling of job creation and <br />wage effects. <br />• Community Partners and Industry Collaborators will provide data on <br />cross-regional contracts and supply-chain linkages. <br />SECTION MSECTION M
