QUADCO Reg i ona I Transportation Plan n i ng Organization: Coo rdi nated Public Transit - Human Services Transportation plan (2022)4 This plan addresses transportation accessibility challenges for populations with disabilities, low incomes, seniors, youth, and veterans across Adams, Grant, Kittitas, and Lincoln counties. Kittitas County specifically identified pedestrian safety and ADA accommodations as key concerns, including faded crosswalk markings, inadequate pedestrian lighting, and insuff icient ADA bus stop landings and shelters. To enhance safety, the plan recommends improving crosswalk visibility, adjusting traffic signal timing, adding ADA-compliant infrastructure, and increasing passenger securement training. One of the objectives in this plan is it aims to "Promote safe and accessible transportation services for persons with alternative transportation needs by educating and advocating specific benefits to the consumers within communities as well as cross-jurisdictional communities", through public education, investment in accessible vehicles and facilities, and alternative fuel infrastructure. Ellensburg Comprehensive Plan (2023)5 The Ellensburg Comprehensive Plan's Transportation Element outlines a vision for a safe, balanced, and efficient multimodal transportation system that aligns with the City's broader goals and supports anticipated growth. The plan's core transportation objectives focus on safety for all users, enhanced connectivity, multimodal accessibility, transit integration, sustainable funding for maintenance and preservation, and active partnerships with regional agencies. While the plan does not specifically address Snoqualmie Pass, its transportation goals align with broader countywide initiatives aimed at improving roadway safety, connectivity, and emergency response in critical corridors such as l-90. These regional efforts contribute to enhancing travel reliability, mitigating weather-related hazards, and supporting coordinated infrastructure improvements that impact Snoqualmie Pass and the surrounding areas. l-90 Snoqualmie Pass East Project (2009)6 The l-90 Snoqualmie Pass East Project is a multi-phase effort to enhance safety, reliability, and capacity along a lS-mile stretch from Hyak to Easton. Phases I and2 include Hyak to Keechelus Dam and Keechelus Dam to Stampede Pass is completed, which improved safety by adding lanes, replacing deteriorating pavement, stabilizing rock slopes, and constructing wildlife crossings. Phase 3 (Cabin Creek to West Easton) is currently underway, focusing on traffic management, sight distance, and roadway stability. Phase 4 (Stampede Pass to Cabin Creek) will begin in2028, continuing pavement replacement, roadway straightening, and truck lane additions.
