Kittitas County,WA <br /> § 17A.07.030 KITTITAS COUNTY CODE § 17A.07.060 <br /> b. The following passive recreation facilities designed in accordance with an approved critical areas <br /> report: <br /> i. Walkways and trails; provided that those pathways which are generally parallel to the <br /> perimeter of the wetland shall be located in the outer twenty-five percent (25%) of the <br /> buffer area and constructed with a surface that is not impervious to water. Raised <br /> boardwalks utilizing non-treated pilings may be acceptable; and <br /> ii. Wildlife viewing structures less than five hundred (500) square feet in size, including <br /> hunting blinds. <br /> C. Stormwater management facilities, limited to stormwater conveyance and dispersion facilities, <br /> outfalls and bioswales,may be allowed within the outer twenty-five percent(25%)of the buffer <br /> of wetlands in accordance with an approved critical areas report provided that: <br /> i. No other location is feasible; <br /> ii. The facility is designed to meet or exceed the standards set forth in the current version of <br /> the Stormwater Manual for Eastern Washington; and <br /> iii. The location of such facility will not degrade the functions or values of the wetland. <br /> d. Educational and scientific research activities. <br /> e. Drilling for utilities/utility corridors under a buffer,with entrance/exit portals located completely <br /> outside of the wetland buffer boundary,provided that the drilling does not alter the ground water <br /> connection to the wetland or percolation of surface water down through the soil column. Specific <br /> studies by a hydrologist are necessary to determine whether the ground water connection to the <br /> wetland or percolation of surface water down through the soil column would be disturbed. <br /> £ Enhancement of a wetland buffer through the removal of non-native, invasive plant species. <br /> Removal of invasive plant species shall be restricted to hand removal.All removed plant material <br /> shall be taken away from the site and appropriately disposed of. Plants that appear on the <br /> Washington State Noxious Weed Control Board list of noxious weeds should be handled and <br /> disposed of according to a noxious weed control plan appropriate to that species. Reve eta <br /> with appropriate native species at natural densities is allowed in conjunction with removal of <br /> invasive plant species. <br /> (Ord. 2021-016, 2021) <br /> § 17A.07.040. General protection standards. <br /> 1. Alterations.New development shall be located outside of wetlands and their buffers,unless this Title <br /> specifically allows the development to occur in the wetland or buffer.A wetland or buffer may not be <br /> altered if the proposed alteration will result in a net loss of wetland functions and values. <br /> Developments shall be designed to avoid and minimize wetland and buffer impacts to the maximum <br /> extent practicable and to offset unavoidable impacts through compensatory mitigation as required in <br /> KCC § 17A.07.070. <br /> (Ord. 2021-016,2021) <br /> § 17A.07.050.
