FINDINGS OF FACT AND CONCLUSIONS OF LAW <br /> 11 The Board finds and concludes that the County did comply with the GMA in the <br /> 12 application of criteria for designating and de-designating agricultural lands in passage of <br /> 13 Ordinance No. 468. <br /> 14 The Board finds and concludes Petitioners failed to show that Ordinance No. 468 <br /> 15 was an unlawful, out-of-cycle site specific proposal to expand the Attalia UGA and that it <br /> 16 <br /> 17 failed to adequately analyze impacts as part of a comprehensive review of the UGA. <br /> 18 The Board finds and concludes that Petitioners have failed to show that Walla <br /> 19 Walla County Ordinance No. 468 did not comply with the GMA's requirements before de- <br /> 20 designating agricultural land. <br /> 21 <br /> 22 VII. ORDER <br /> 23 Based upon review of the Petition for Review, the briefs and exhibits submitted by the <br /> 24 parties, the GMA, prior Board orders and case law, having considered the arguments of the <br /> 25 parties, and having deliberated on the matter, the Board finds and concludes Petitioners <br /> 26 <br /> 27 failed to show facts that satisfy their burden of proof that Ordinance No. 468 violates the <br /> 28 GMA.
