specific land use map amendments that do not require substantive changes to
existing policy language and that do not alter the urban growth boundary
except to correct a mapping error...; and (7) other amendments placed on the
final docket by the board of county commissioners.

Even if given the consideration of LU-16's requirement that restricts modification of
the Attalia UGA to every 5 years, under LU-17,
The County should "Consider UGA amendments for Prescott, Waitsburg,
Burbank, and Attalia on a different 5-year cycle than those for College Place
and Walla Walla if appropriate." Excerpt attached at Attachment A. Ordinance
468 noted that the Attalia UGA had not been amended in more than five
years. IR 85, page 2, finding of fact 10.40

The Attalia Industrial UGA is a specialized UGA within Walla Walla County that exists
to support various agricultural related industries. Housing and classic urban densities are
not anticipated for this area, except in order to serve the workforce and industries located
there. The analysis of adequate urban services has been established in the discussion and

analysis of the application referenced under Issue 1.
Petitioners additionally contend "there is no traffic study discussing whether the
existing network of farm roads would be adequate to support a major industrial processing
plant or how traffic conflicts from all the trucks might affect nearby farm operations, including
Buchanan Farms to the southwest,1141 but do not show how, absent a specific project
application, any further analysis is needed for transportation impacts.
The Board finds and concludes Petitioners failed to show that Ordinance No. 468

was an unlawful, out-of-cycle site specific proposal to expand the Attalia UGA and that it
failed to adequately analyze impacts as part of a comprehensive review of the UGA.

Ibid. at 12-13.
Petitioners' Prehearing Brief at 11.
FINAL DECISION AND ORDER Growth Management Hearings Board
Case No. 18-1-0001 1111 Israel Road SW,Suite 301
July 2,2018 P.O.
