4/14/26,9:44 AM KHA Mail-Fwd: Easton Sub Area Plan NO RESTROOMS OR SIDEWALKS OR SEWERS
Mma i l Kittitas County 2026 Comments <comments@kittitascounty2026.com>
Fwd: Easton Sub Area Plan NO RESTROOMS OR SIDEWALKS OR SEWERS
1 message
Teresa Castrilli <castrcons@gmail.com> Fri,Apr 10, 2026 at 2:57 PM
To: comments@kittitascounty2026.com, Teresa Castrilli <castrcons@gmail.com>
---------- Forwarded message---------
From: Teresa Castrilli <castrcons@gmail.com>
Date: Fri,Apr 10, 2026 at 1:45 PM
Subject: Easton Sub Area Plan NO RESTROOMS OR SIDEWALKS OR SEWERS
To: <jeremy.johnston@co.kittitas.wa>
Cc: Laura Osiadacz<laura.osiadacz@co.kittitas.wa.us>
Hi Jeremy,
Regarding the latest version of the Easton Subarea plan we DO NOT support and DO NOT want public restrooms,
sidewalks or sewers in South Easton where we live.
Public Recreational Restrooms: Palouse to Cascade trailhead residing in South Easton already has vaulted toilets.
There are public restrooms also within the Lake Easton State Park that are within close proximity. Public restrooms for
recreational use are not necessary and they will take away from the goal of keeping Easton quiet and rural. As
businesses grow there will be plenty of access to additional restrooms. Washington State Parks has done a very good
job of supplying restrooms all along the Palouse to Cascades trail from Snoqualmie Pass to the South Easton trailhead.
Sidewalks: Not sure how this got in the latest version of the Easton Subarea plan but, We DO NOT want public
sidewalks in South Easton. We need pedestrian paths/bicycle paths that are just plain flat. The image depicted of
Railroad St. showing a connection to the Palouse to Cascade trail, down along Railroad St. and across 1-90 to the Easton
Ponds area should all be flat pedestrian/bicycle paths.
Sidewalks would be terrible! Could you imagine riding your bicycle up and over all those individual cement city
indentations for driveway access etc. Sidewalks are very contradictory to what is needed for recreational/pedestrian
usage.
Sidewalks would not hold up to the large amount of snow plowing and adverse weather we have here in Easton. In
addition, Cle Bum City has been in litigation with property owners over sidewalks that were installed through a grant
process in their town. We do not want these types of issues arising in Easton as we are unincorporated and do not want
city type problems. That is why we live in this very small rural recreational town because it is not a city and does not have
sidewalks.
Sewers: We DO NOT want sewer in South Easton. South Easton is historic and is a very small Lamird 1 area. We
only have 80 or so students in our school right now. Most of the town has returned to being residential with very few
businesses. Even as Railroad St growns with additional businesses we do not want to grow to the point of
requiring sewers in this small district area of South Easton. That type of growth should be somewhere else.
One Voice: Remove One voice as described on page 12 Easton Vision 1.6. This is not working and or do I believe is
legal. We do not want just one voice representing our property or vision here in Easton. We are already having problems
with transparency, clarity and the community's voice not being heard. We want to continue to be and unincorporated town
and work with our Kittitas County Commissioners if needed.
We are asking in the Easton Subarea plan that the community meetings be required to provide documented minutes and
financial statements. No individual sub group secret meetings the community is not invited to. There must be a quorum
set for how many people must be in attendance or agree before an action item can proceed. No more community
decisions made by just a handful of community residents that are in attendance.
The Easton Subarea plan should not state the community can now move forward with grants. The statement should be
that grants can now be discussed and evaluated with the community and property owners of South Easton.
