6: Affordable Housing and Density Bonuses (RCW 36.70A.545) <br />City and county development regulations must allow an increased density bonus consistent with local needs <br />for any affordable housing development of any single-family or multifamily residence located on real property <br />owned or controlled by a religious organization. RCW 36.70A.545 <br />Define "affordable housing" to have the same meaning as in RCW 36.70A.030. <br />Remove limitation of one dwelling per lot in the residential zone which contradicts allowances for <br />accessory dwelling units under state law. See section 17.16.030 in Exhibit A. <br />Add note to use table to for multi -family housing projects to say "A 20% density bonus may be <br />provided to an affordable housing project located on property owned by a religious organization, <br />subject to a development agreement." 15-30% is generally shown in studies to provide financial <br />benefit for these projects. 20% is consistent with current affordable housing density bonuses <br />provided in the City of Ellensburg. <br />Code Changes <br />"Affordable housing" means residential housing whose monthly costs, including utilities other than <br />telephone, do not exceed 30 percent of the monthly income of a household whose income is: <br />(a) For rental housing, 60 percent of the median household income adjusted for household <br />size, for the county where the household is located, as reported by the United States <br />Department of Housing and Urban Development; or <br />(b) For owner -occupied housing, 80 percent of the median household income adjusted for <br />household size, for the county where the household is located, as reported by the United <br />States Department of Housing and Urban Development. <br />17.16.030 Minimum lot requirements. <br />1. Minimum lot sizes in the R zone are as follows: <br />a. Single family dwelling, seven thousand two hundred (7,200) square feet; <br />b. Two (2) family dwelling, ten thousand (10,000) square feet. <br />2. The minimum lot depth shall be one hundred (100) feet. <br />3. Affordable housing projects for single-family, duplex, and multi -family <br />on property owned by a religious organization located in an urban growth area may be eligible for a <br />density up to 20% additional units above the maximum density calculated for the lot, pursuant to a <br />development agreement. <br />17.22.030 Lot - Size required. <br />1. This provision shall not apply to the Airport Overlay. <br />2. Minimum lot sizes in the UR zone are as follows: <br />a. Single family dwelling, seven thousand two hundred (7,200) square feet. <br />b. Two (2) family dwelling, ten thousand (10,000) square feet. <br />3. All lots of record at the time of passage of the ordinance codified in this chapter shall be <br />considered as conforming to lot size requirements. <br />4. Affordable housing projects. Affordable housing projects for single-family, duplex, and multi -family <br />on property owned by a religious organization located in an urban growth area may be eligible for a <br />
