Public Comment—Kittitas County Comprehensive Plan Update March 2026 <br /> Fifth, analyze the cumulative impact of RR-P73, LU-P39, and the WHRIO overlay together. <br /> These policies interact in ways that could produce outcomes far beyond what any single <br /> provision authorizes. <br /> Sixth, consider alternatives to boundary expansion, including strengthening infill within existing <br /> LAMIRD boundaries, directing growth to UGAs through the TDR incentives already in this plan, <br /> and supporting the Cle Elum Ridge acquisition that would bring 9,700 acres into permanent <br /> public ownership adjacent to Ronald. <br /> Closing <br /> We appreciate the Commission's service and the genuine effort behind this comprehensive plan <br /> update. We share the goal of a strong, sustainable plan that serves all of Kittitas County—its <br /> communities, its rural character, and its future. <br /> Our concern is straightforward: RR-P73 and LU-P39, as currently drafted, expose the County to <br /> legal challenge, lack necessary safeguards, and were developed without meaningful input from <br /> the communities they most directly affect. These are fixable problems. We are raising them <br /> now, in the spirit of collaboration, so they can be addressed before adoption rather than in front <br /> of the Growth Management Hearings Board afterward. <br /> The Easton community has been a committed partner in this process. We have shown up. We <br /> have volunteered. We have asked to be included.
