Urban <br /> growth areas are suitable and desirable for urban densities <br /> as determined by the sponsoring jurisdiction's ability to <br /> provide urban services. <br /> Utilities: Utilities mean the supply, treatment, and distribution, as <br /> appropriate, of domestic water, sewage, stormwater,natural <br /> gas, electricity, telephone, cable television,microwave <br /> transmissions, and streets. Such utilities consist of both the <br /> service activity along with the physical facilities necessary <br /> for the utilities to be supplied.
