The property rights of landowners shall be protected from <br /> arbitrary and discriminatory actions. <br /> Policy 7.1: The rights of property owners operating under current land use regulations shall <br /> be preserved unless a clear public health, safety, or welfare purpose is served by <br /> more restrictive regulation. <br /> Policy 7.2: Surface water runoff and drainage facilities shall be designed and utilized in a <br /> manner which protects against the destruction of property and the degradation <br /> of water quality. <br /> 8.
