Appendix A | 3 <br />QUADCO Regional Transportation Planning Organization: Coordinated <br />Public Transit – Human Services Transportation Plan (2022)4 <br />This plan addresses transportation accessibility challenges for populations with disabilities, low <br />incomes, seniors, youth, and veterans across Adams, Grant, Kittitas, and Lincoln counties. Kittitas <br />County specifically identified pedestrian safety and ADA accommodations as key concerns, including <br />faded crosswalk markings, inadequate pedestrian lighting, and insufficient ADA bus stop landings and <br />shelters. To enhance safety, the plan recommends improving crosswalk visibility, adjusting traffic <br />signal timing, adding ADA-compliant infrastructure, and increasing passenger securement training. <br />One of the objectives in this plan is it aims to “Promote safe and accessible transportation services <br />for persons with alternative transportation needs by educating and advocating specific benefits to <br />the consumers within communities as well as cross-jurisdictional communities”, through public <br />education, investment in accessible vehicles and facilities, and alternative fuel infrastructure. These <br />strategies ensure safer and more inclusive mobility options for Kittitas County and other County <br />residents. <br />Ellensburg Comprehensive Plan (2023)5 <br />The Ellensburg Comprehensive Plan’s Transportation Element outlines a vision for a safe, balanced, <br />and efficient multimodal transportation system that aligns with the City’s broader goals and supports <br />anticipated growth. The plan’s core transportation objectives focus on safety for all users, enhanced <br />connectivity, multimodal accessibility, transit integration, sustainable funding for maintenance and <br />preservation, and active partnerships with regional agencies. While the plan does not specifically <br />address Snoqualmie Pass, its transportation goals align with broader countywide initiatives aimed at <br />improving roadway safety, connectivity, and emergency response in critical corridors such as I-90. <br />These regional efforts contribute to enhancing travel reliability, mitigating weather-related hazards, <br />and supporting coordinated infrastructure improvements that impact Snoqualmie Pass and the <br />surrounding areas. <br />I-90 Snoqualmie Pass East Project (2009)6 <br />The I-90 Snoqualmie Pass East Project is a multi-phase effort to enhance safety, reliability, and <br />capacity along a 15-mile stretch from Hyak to Easton. Phases 1 and 2 include Hyak to Keechelus Dam <br />and Keechelus Dam to Stampede Pass is completed, which improved safety by adding lanes, <br />replacing deteriorating pavement, stabilizing rock slopes, and constructing wildlife crossings. Phase 3 <br />(Cabin Creek to West Easton) is currently underway, focusing on traffic management, sight distance, <br />and roadway stability. Phase 4 (Stampede Pass to Cabin Creek) will begin in 2028, continuing <br />pavement replacement, roadway straightening, and truck lane additions.
