Implementation <br />Defining projects, countermeasures, actions, and strategies is essential, but a coordinated implementation process <br />is crucial to the success of this CSAP. Key considerations for effective implementation that align with SS4A grant <br />requirements include: <br />Oversight and Accountability <br />Continue to meet with Stakeholder Group to help maintain sustained focus and <br />success implementing projects and actions identified in the CSAP. This group <br />could discuss delivery of projects, status of action items, and provide general <br />support to advancing CSAP implementation. <br />Coordination and Partnerships <br />Provide regular updates on action plan progress and coordinating with key <br />stakeholders and agency partners, such as local businesses, WSDOT, King <br />County Metro, the Sheriff’s Department and Washington State Patrol, and the <br />Fire Department. Regular communication with agency partners helps create <br />sustained support, creates opportunities to bundle safety projects or initiatives <br />with other related ongoing efforts, and facilitates CSAP implementation. <br />Communication <br />Continued communication with stakeholders and community members through <br />the advisory committee and regular community outreach builds trust and support <br />for Snoqualmie Pass’s safety goals. Strategies include communication across <br />diverse challenges, publication of fact sheets on action plan progress, and regular <br />public conversation on the topic of safety. <br />Phasing and Sequencing <br />To see meaningful progress in road safety performance, sustained commitment <br />and investment is needed over different time horizons: <br /> Near-term implementation efforts may focus on successful <br />completion of ongoing safety efforts and lower-cost <br />improvements that can be constructed within three years. <br /> Mid-term implementation efforts may target larger and more <br />comprehensive safety infrastructure and mobility projects and <br />more complex programmatic efforts that require extensive cross- <br />department collaboration from four to seven years. <br /> Long-term implementation efforts from eight years on may focus on <br />initiating significant shifts in the Kittitas County’s approach to planning <br />and design incorporating the Safe System Approach and implementation <br />of other capital improvements that enhance access and mobility. <br />Funding <br />Funding can be a major hurdle in CSAP implementation. Staying up to date on <br />relevant grant opportunities and proactively pursuing grant funding for the most <br />competitive projects can help overcome funding hurdles. Kittitas County and <br />plan stakeholders can take advantage of a variety of regional, state, and federal <br />funding sources to finance safety project planning, design, and construction for <br />the Snoqualmie Pass area. Funding, including required matches, and resources <br />generally must be available from the County to provide successful grant <br />application.
