A diverse Stakeholder Planning Group comprised <br />of representatives from public agencies, emergency <br />services, local businesses, and residents met <br />regularly throughout the process to provide guidance <br />on safety and mobility priorities, data gaps, and plan <br />development. <br />Key themes from engagement activities included <br />concerns about pedestrian safety, lack of crossings <br />and sidewalks, vehicle conflicts with people <br />walking and biking, concerns about driver behavior, <br />intersection safety, truck parking, seasonal and <br />weekly congestion patterns, emergency access, and <br />winter maintenance. <br />The input gathered helped identify critical safety <br />and mobility needs and ensure the plan reflects both <br />technical analysis and lived experience. <br />Chapter 2: Engaging the Community <br />Hearing from the broad cross-section of Snoqualmie Pass stakeholders and community members played a central role in shaping this <br />CSAP. Through a three-phase outreach process, the project team gathered local insights to inform data analysis, understand safety and <br />capacity needs, and develop responsive solutions. <br />PHASE 1: LISTENING AND LEARNING <br />The unique set of conditions at Snoqualmie Pass <br />shape specific needs, which vary significantly by <br />time of year and day of the week. The project team <br />sought to understand how experiences and needs <br />vary for different user groups.
