Appendix C | 6 Key Themes The project team classified the comments by key themes which include: • Undesignated pedestrian crossings and lack of crosswalks – Concerns about pedestrians crossing in areas without marked crosswalks, often in high-traffic locations. • Pedestrians walking in the roadway – Often due to the lack of sidewalks, shoulders, or other pedestrian infrastructure, or because parked vehicles force pedestrians into traffic lanes. • Conflicts between vehicles and non-motorized users – Concerns about safety at locations where vehicles, pedestrians, and bicyclists share space without separation. • Unsafe driver behavior – Includes both intentional behaviors such as speeding and recklessness, and unintentional behaviors due to confusion from unclear signage or intersection control. • Dangerous intersections – Intersections identified as having frequent conflicts, poor visibility, confusing signage, or lacking appropriate traffic control. • Insufficient vehicle parking – Includes parking in undesignated areas or along roadways, which contributes to traffic obstruction and safety issues. • Truck parking along SR 906 – Parked trucks create sight distance challenges, particularly near intersections and driveways, and contribute to traffic flow and pedestrian safety concerns. • Congestion – Heavy traffic volumes, backups onto I-90, and gridlock conditions during peak recreation times. • Emergency access challenges – Concerns that congestion, parking, or blocked roads may delay emergency response or impede evacuation during emergencies such as wildfires. • Roadway and facility maintenance issues – Concerns include unplowed roads, delayed striping, or poor road surface conditions that contribute to safety hazards. • Winter weather hazards – Includes icy roads, lack of traction, limited winter maintenance before early hours, and vehicles getting stuck in snow or sliding on hills. • Other – Includes comments about additional or unique concerns raised by community members that do not fit into the other categories. Individual comments could fall under multiple themes. Figure 5 shows the distribution of comments across each theme.
