Action Plan
This chapter outlines the strategies and actions to improve safety in
Snoqualmie Pass, along with steps for successful implementation and a
framework for monitoring and evaluating progress.
The following safety action plan (Table 10) presents strategies and actions that can be taken to advance
safety goals into policies, programs, and operations in Snoqualmie Pass. This action plan was discussed
with the public and stakeholders during the public meeting on May 1st, 2025. Grounded in the Safe
System Approach and proven safety countermeasures,* these recommendations reflect best practices
from across North America and beyond.
Recommended actions are classified by
implementation cost and timeline.
* https://highways.dot.gov/safety/proven-safety-countermeasures
Cost
Low cost and minimal staff resources
required to implement.
Moderate cost and staff resources
required to implement.
High cost and significant staff
resources required to implement.
Timeline
ƒNear-Term: Countermeasures to implement
within one to three years, as resources allow.
ƒMid-Term: Countermeasures to implement
within four to seven years, as resources allow.
ƒLong-Term: Countermeasures to implement
in eight or more years, as resources allow.
Key
Recommendations
Outlined in the Action
Plan Include:
Near-Term
Encourage carpooling through winter travel
incentives, expand shuttle services to
Snoqualmie Pass during high-demand seasons,
and apply quick-build strategies to rapidly deliver
pedestrian and bicyclist safety improvements
that can later be made permanent.
Mid-Term
Develop winter travel safety outreach and
awareness campaigns for all travelers, promote
roadway safety for all user types, construct
targeted pedestrian safety enhancements
such as shorter crossings, refuge islands, and
countermeasures on multilane roads, and
introduce photo enforcement and congestion
monitoring on SR 906.
Long-Term
Establish public-private partnerships for parking
garage and frontage road development, apply
updated MUTCD guidance for context-sensitive
speed limits, enhance visibility through lighting,
raised intersections, and daylighted corners,
increase and enforce parking restrictions in high-
demand winter areas, and formalize interagency
maintenance agreements between Kittitas
County, King County, and WSDOT for roadway
configurations.
65 Snoqualmie Pass Comprehensive Safety Plan | Kittitas County
