<br />Page 2 of 2 <br />Public Works “Study Session Staff Report”, 2026 <br />roads. Numerous owners of existing infrastructure make using the County’s existing <br />safety plan difficult. A specialty safety plan was required to manage competing <br />transportation demands at the pass. A proactive approach was taken to identify the <br />deficiencies and prioritize safety improvements. <br /> <br />DISCUSSION: <br />Snoqualmie Pass area presents a complex area of interest for safety improvements. The <br />community experiences significant seasonal traffic fluctuations that impact quality of life <br />and safety for residents and visitors alike. The SS4A planning grant allowed specific data <br />collected in the Snoqualmie Pass area to reflect the complex interactions of pedestrian, <br />bike, commercial truck, passenger vehicles, transit and parking demand. Regular <br />stakeholder meetings were conducted as well as multiple community engagement <br />meetings to discuss the safety concerns, restrictions, deficiencies, and goals of the safety <br />plan for this community. The plan will adopt the Safe System Approach; a federally <br />adopted evidence-based framework that prioritizes proactive and systemic strategies to <br />eliminate traffic related deaths and series injuries. <br /> <br />The draft plan was made available for public comment in November 2025. Comments <br />received were taken into consideration and the final draft plan was edited accordingly. <br />Additionally, the timeline originally set for this project is a year ahead of schedule. <br /> <br />The Safet Streets and Roads for All program has an active Notice of Funding Opportunity <br />for implementation funding. The deadline for this application is May 26, 2026. Projects <br />require a 25% local match. Eligible projects are selected from an approved <br />Comprehensive Safety Plan for implementation. <br /> <br />FISCAL IMPACTS: <br />Kittitas County Public Works received a Federal grant in the amount of $429,504 with a <br />match of $107,376.
