Construction is targeted for 2027.

DISCUSSION:
Kittitas County and Mid-Columbia Fisheries will be co-applicants for this grant
application. Kittitas County will manage the earthwork and engineered habitat
improvements associated with the project. Mid-Columbia Fisheries will manage the
revegetation component across approximately 160 acres.

Of the $7,000,000 funding request, $5,419,779 would go to Mid-Columbia Fisheries. The
County’s portion would be funded from $1,580,221 from this grant source, the
$10,000,000 Floodplains by Design grant already secured, and $3,000,000 in funding
requested from the Yakima Basin Integrated Plan.

FISCAL IMPACTS:
The project is included in the Flood Control Zone District’s six-year Capital
Improvement Plan and the 2026 budget. Current estimates indicate an additional
$300,000 will be required for the County’s portion of construction.

Design engineers are working with the County to prioritize work and identify potential
phasing options. Additional local Flood Control Zone District funding may need to be
allocated in 2027.

ATTACHMENTS:
Exhibit 1: Resolution
Exhibit 2: Application Authorization Form
Exhibit 3: Mid-Columbia Fisheries Application Authorization Form
