Attachment A <br /> <br />Scope of Work <br /> <br />1. COMMERCE will contract pursuant to its authority under RCW 43.110.080, with an independent <br />contractor of its choice, (Consultant) to obtain an independent financial feasibility review (“IFFR”) prior to <br />the Kittitas County forming a new PFD as required by RCW 36.100.025. <br /> <br />2. Description of project: <br />A multi-agency group has recommended formation of a countywide Public Facilities District (“PFD”) in <br />Kittitas County for the purpose of partially funding various large recreation projects. Three projects, in <br />various stages of development, have been identified to date. Funds generated from a future voter- <br />approved 0.2% increase in sales taxes would support the projects in different ways and would be <br />allocated among the projects as determined by the PFD Board, once formed. <br /> <br />At this time, it is not contemplated that the PFD will own and/or operate facilities, nor will it issue debt to <br />build facilities. Should the capital financing plans for the projects change, the PFD is expected to request <br />a separate review that will focus on capital and operating costs prior to the issuance of any debt, as <br />required by law. <br /> <br /> <br />The IFFR must examine the potential costs to be incurred by the Local Government and the adequacy of <br />revenues or expected revenues to meet those costs. The cost of the IFFR must be borne by the Local <br />Government proposing to form a PFD (RCW 36.100.025). <br /> <br />3. COMMERCE’s contract with Consultant is contingent upon full execution of this Agreement. <br /> <br />4. Upon execution by Commerce of the Consultant’s contract, the parties will convene a “kick off meeting” <br />as set forth in Section 7. Schedule of Activities. The Local Government will provide information necessary <br />for Consultant to perform the IFFR, including but not limited to relevant reports or studies, to COMMERCE <br />and the Consultant at the “kick off meeting”. <br /> <br />5. The Local Government will pay to COMMERCE $20,000 for the IFFR upon delivery of the IFFR to <br />Local Government. <br />Local Government will provide additional information/documentation as may be requested by the <br />Consultant or COMMERCE. <br /> <br />6. All Communications between the Consultant and Local Government must include (Cc) the Public <br />Facility District Financial Feasibility Review Program at Commerce (PFDreview@commerce.wa.gov). <br /> <br />7. The estimated schedule of activities is: <br />ACTIVITY DATE <br />Kickoff meeting/documentation provided to Consultant Date <br />Draft IFFR provided to the parties +4 weeks <br />COMMERCE reviews IFFR +2.5 weeks <br />Final IFFR provided by Consultant for review +0.5 week <br />Final IFFR published and distributed by COMMERCE +0.5 week <br /> <br />
