Page 1 of 2 <br />Public Works “Work Session Staff Report” 2026 <br />KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br /> <br />PUBLIC WORKS – BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br /> <br />STUDY SESSION DATE: March 30, 2026 <br /> <br />TOPIC: Public Facilities Award and Department of <br />Commerce Independent Financial Feasibility <br />Review Agreement <br /> <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing <br />the Use of 2026 Public Facility Award <br />(Distressed County Sales and Use Tax) to <br />Support the Washington State Department of <br />Commerce Independent Feasibility Review for <br />Public Facility District and Authorizing Chair <br />Signature on Agreement with Commerce for said <br />Feasibility Review. <br /> <br />LEAD STAFF: <br />Josh Fredrickson, Public Works Director <br /> <br />RECOMMENDATION: <br />Approve a resolution authorizing the use of Public Facility Award to support the <br />Department of Commerce Independent Feasibility Review and authorize the chair <br />signature on Agreement with Commerce. <br /> <br />BRIEFING SUMMARY: <br />x The 1999 Legislature authorized RCW 82.14.370, Sales and Use Tax for Public <br />Facilities in Rural Counties <br />x Conference of Governments considered and approved a request for use of funds to <br />support the Independent Feasibility Review by Department of Commerce at their <br />regularly scheduled December 2025 meeting <br />x Documentation has been provided to Commerce requesting review, and a contract <br />has been provided <br /> <br />BACKGROUND: <br />Public Facilities District (PFD) may be created by a County under RCW 36.100. A <br />Public Facilities District can develop and operate sports, entertainment, convention or <br />recreational facilities. To consider a PFD, at the December 16, 2025 meeting the Board <br />of County Commissioners (BOCC) authorized Board Chair signature on a letter <br />requesting the Washington State Department of Commerce conduct an independent <br />financial feasibility review. Public Works has been coordinating with the Department of <br />Commerce regarding requested documents to begin the feasibility review. <br /> <br />
