MOU ( 8/28/25) Page 1 of 3 This Fourth Amendment to Grant Award #HH-2021-001-Hopesource-CIP (“Fourth Amendment”) is entered into this 21st day of April 2026 between Kittitas County (“County”) and HopeSource, a Washington nonprofit corporation (“HopeSource” or “Contractor”). A. HopeSource and the County are parties to that certain Grant Award #HH-2021-001- HopeSource-CIP for Capital Improvement Project (Cle Elum Build) with an e Ưective date of July 15, 2021 (known as either the “Professional Services Agreement” or “Initial Grant Agreement”) as amended by that certain Amendment No. 1 to Contract HH-2021-001-HopeSource-CIP dated November 21, 2023 (“First Amendment”), that certain Amendment No. 2 to the Professional Service Agreement dated November 5, 2024 (“Second Amendment”) and that certain Amendment No. 3 to the Professional Services Agreement dated June 5, 2025 (“Third Amendment”). The Initial Grant Agreement as amended by the First Amendment, Second Amendment and Third Amendment shall be known as the “Amended Grant Agreement,” and the Amended Grant Agreement as further amended by this Fourth Amendment shall hereafter mean the “Grant Agreement.” B. HopeSource and the County desire to amend the Amended Grant Agreement to amend the Project Description, clarify the use restrictions the County will impose on the Project and make certain other modifications all as more fully set below. C. Capitalized terms not otherwise defined herein shall have the meaning set forth in the Amended Grant Agreement. Based on the above facts and in consideration of the mutual promises and covenants set forth below, the parties agree to the following: 1. HopeSource’s “Homeless and AƯordable Housing Funds 2021 Notice of Funds Available Application Form” (“Grant Application”) attached as Exhibit A to the Initial Grant Agreement is hereby amended to incorporate the “Updated Project Proposal Narrative” submitted by HopeSource to the County on February 18, 2026, attached hereto as Exhibit A. To the extent that the terms of the Updated Project Proposal Narrative conflict with the terms in the original Grant Application, the terms of the Updated Project Proposal Narrative shall control. 2. The Project has been named “Teanaway Court.” Any previous references to “Cle Elum Build” shall mean “Teanaway Court.” 3. As a condition of the County funding, HopeSource has agreed to place the following restrictions on the Project (collectively “Use Restriction”): KITTITAS COUNTY AMENDMENT #4 TO: Grant Award #HH-2021-001- HopeSource-CIP (Teanaway Court/Cle Elum Build)
