Repairs are required to one clear well and the second clear well needs to be
replaced. The City of Roslyn was awarded $125,000.00 from the Public Works Board to
assist with the project. COG supported the City of Roslyn request of up to $1,500,000.00
of Distressed County Sales and Use Tax for repairs and replacement of their clear wells.
Also at the February 18, 2026 regular meeting of COG also received an update of the
CWU Technology Transfer Center Feasibility (Old Heat) project. COG initially
supported the project through matching funds to the Washington State Community
Economic Revitalization Board (CERB) grant. COG continued to express their support of
the project by recommending an additional $20,000.00 of Distressed County Sales and
Use Tax for expanding work on the project. This work includes a construction cost
estimate for developing architecture plans for the Old Heat building into a warm shell and
developing the capital stacking framework which will help develop private-public
partnerships for future build out of the building.
FISCAL IMPACTS:
Funding is available in the Public Facilities Fund (Fund 108)
ATTACHMENTS:
None
Public Works"Work Session Staff Report",2026
