most extensive written policy feedback at the Coroner's request. This directly contradicts the
Coroner's own written commitment on March 7 that "no SOP will move forward without team
collaboration, your perspectives matter." The Coroner has also begun communicating
selectively with individual deputies, reaching out to some while making no contact with others.
The deputies who have not been contacted are among those who raised the original concerns.
This pattern raises additional concerns about potential retaliation.
These issues exist against a backdrop of ongoing operational inconsistency documented in
official emails and meeting recaps. On March 7, 2026, all fleet vehicles were required to be
parked in a county lot beginning March 13. One week later, the change was reversed with no
timeline for reimplementation. Transport deputies were expected to obtain fingerprints and
attempt to collect specimens as part of paid event work beginning December 20, 2025. Months
later on March 14, 2026, the Coroner reversed this without acknowledging the change. On
February 21, 2026, the Coroner invited feedback on a new template, stating "all ideas are
welcome." Three days later, feedback was restricted to only her and the chief deputy coroner.
The chaplain was not to be deployed until there was team understanding per a November 21
directive, but by December 20 the chaplain was available to be used but no clear expectation of
what that looks like. Transport deputy compensation and weekday scheduling were also
changed without clear prior written notice. The cumulative effect is that part-time, on-call
deputies are expected to continually readjust to shifting instructions. Much of this is being done
in one-on-one conversations, therefore creating conflicting accounts of what we should be
actually doing.
We are not asking for the Coroner's removal, and we are not refusing to participate in
mediation. We are asking the Board to review the hiring of Ron Graham to determine whether
proper county procedures were followed and whether his assigned duties match the job
description he was hired under. We are asking the Board to evaluate whether paying a deputy
coroner for training work already assigned to the Chief Deputy Coroner is an appropriate use of
the office budget. We are requesting an independent review of office management practices
and structural checks to prevent future hires who bypass standard county processes. Lastly,
and most importantly, we are asking the Board to protect the deputies from retaliation.
This office serves families during some of the worst moments of their lives. That work requires
stable leadership, clear expectations, and transparent use of public resources. The deputy
coroners are committed to that standard and I am asking the Board to help ensure that the
office's leadership meets it.
I am available to discuss these concerns in person at the Board's convenience. Additional
supporting documentation is available upon request.
I zle
cob Schroeder
Deputy Coroner
03/24/2026
