KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: April 7, 2026 <br />ACTION REQUESTED: Request to Approve and Sign a Lease Amendment with RBR <br />Investments Aviation LLC for Lot H-24 within the <br />Aeronautical Area of Bowers Field. <br />BACKGROUND: In October 2022, Mark and Linda Merrill entered into a Lease <br />for County land located at Bowers Field within the <br />Aeronautical Area identified as Lot H-24. This lot was then <br />developed to include a private aircraft hangar. The land lease <br />was amended April 4, 2023 to reflect the correct lot size and <br />annual rent. <br />INTERACTION: <br />In May 2024, Mark and Linda Merrill assigned the lease to <br />RBR Investments Aviation LLC in accordance with the lease <br />terms. <br />The original lease identified a 30-year term, beginning in <br />2022. A scrivener's error has been identified in the lease when <br />listing the term year. An amendment has been prepared to <br />correct the error. <br />All other terms of said lease are in effect and are not altered <br />by this Amendment. <br />Public Works <br />RECOMMENDATION: Move to Approve Board signature on an Amendment to Lease <br />with RBR Investments Aviation LLC for Lot H-24 within the <br />Aeronautical Area of Bowers Field. <br />HANDLING: <br />ATTACHMENTS: <br />LEAD STAFF: <br />Return 1 original to Public Works <br />Lease Amendment; Original Lease <br />Josh Fredrickson <br />Public Works Director <br />
