DRAFT MEMORANDUM
Project No. NWG0131-01
September 26, 2025
To: Dan Ireland, PE, SCJ Alliance
From:
Nicholas C. Szot, PE
Principal Geotechnical Engineer
nick.szot@geosyntec.com
J. Bodie McCosby, LG
Project Professional Geologist
j.bodie.mccosby@geosyntec.com
Re: Geotechnical and Environmental Engineering Memorandum
Cle Elum Transfer Station Wastewater Storage Tank
50 Number 5 Mine Road Cle Elum, Washington
This memorandum presents Geosyntec Consultants’ (Geosyntec) field investigation results and
environmental and geotechnical engineering recommendations to support the replacement of a
wastewater underground storage tank (UST) with a new 5,000 gallon, 8-foot diameter, 16-foot long
UST at the Cle Elum Transfer Station (Project). The Project is located at 50 Number 5 Mine Road,
Cle Elum, Washington (Site; Figures 1 and 2). We understand that the planned new UST will
replace an existing, deficient UST at the approximate northeast corner of the Site.
Our scope of work for the Project consisted of test pit explorations at the Site, and our work was
completed in general accordance with our proposal No. NCP2025-214, dated September 16, 2025.
Site Conditions
Site surface and subsurface conditions, inferred from our review of geologic maps and observed
during our field investigation, are described below.
Surface Conditions
The ground surface at the 11-acre Site is developed with a transfer station building and associated
infrastructure. The Site is mostly gravel covered with internal pockets and a perimeter of tall
coniferous trees. The Site is bordered by Washington State Route 903 to the southwest, Kittitas
County Public Works buildings to the northwest, Crystal Creek and Coal Mines Trail to the
northeast, and an undeveloped parcel to the southeast (Figure 2).
PRELIMINARY
9/26/2025
ear t h +w ate r
Aspect Consulting 801 5th Avenue Suite 2200 Seattle, WA 98104 206.328.7443 www.aspectconsulting.com
