Erosion and Sediment Control (ESC) Lead: <br />1. Identify the ESC Lead at the preconstruction discussions and in the <br />SWPPP Plan. The ESC Lead shall have certification in construction site <br />erosion and sediment control from a course approved by Owner. <br />2. The ESC Lead shall implement the SWPPP Plan, including, but not <br />limited to: <br />a. Installing and maintaining all temporary erosion and sediment <br />control Best Management Practices (BMPs) included in the <br />SWPPP Plan to assure continued performance of their intended <br />function. Damaged or inadequate SWPPP BMPs shall be <br />corrected immediately. <br />b. Updating SWPPP Plan to reflect current field conditions. <br />c. Terminating SWPPP Plan. <br />3. When a SWPPP Plan is included in the Contract Plans, ESC Lead shall <br />also inspect all areas disturbed by construction activities, all onsite <br />erosion and sediment control BMPs, all stormwater discharge points, <br />and all temporarily stabilized inactive sites per schedule in the <br />Construction Stormwater Discharge Permit(s) or as directed by <br />Engineer. Complete erosion and sediment control inspection form <br />provided by water resource agency or Owner for each inspection and <br />submit a copy to Engineer no later than end of the next working day <br />following inspection. <br />C. Personnel Training: <br />1. Prior to commencement of construction, applicable personnel must have <br />an understanding of the Construction Stormwater Discharge Permit’s <br />requirements and their specific responsibilities under the permit. At a <br />minimum, personnel must be trained to understand the following as it <br />relates to the scope of their job duties: <br />a. The location of all stormwater controls and how to maintain them. <br />b. Procedures for complying with the pollution prevention <br />requirements. <br />c. Procedures for conducting inspections, recording findings, and <br />taking corrective action. <br />D. Temporary Erosion and Sediment Control Plan (Stormwater Pollution <br />Prevention Plan): <br />1. Contractor is to provide a TESC Plan. <br />2. For each phase of the scheduled work, indicate on the TESC Plan all the <br />BMPs proposed and installed for erosion and sediment control to <br />minimize clearing, stabilize exposed soil, divert or temporarily store
