National Pollutant Discharge Elimination System: Comply with Federal, state, <br />and local laws, rules and regulations, and the National Pollutant Discharge <br />Elimination System (NPDES) Construction Stormwater Discharge Permit or <br />Permits applicable to the Project. <br />G. Other Regulations: A local government erosion and sediment control permit <br />may apply, and some local agency requirements may be more stringent than <br />this specification. Adequate erosion and sediment control is essential for <br />complying with the federal Endangered Species Act where construction runoff <br />enters waters inhabited by protected species. <br />1.02 REFERENCES <br />A. Activities shall conform to the Washington Department of Ecology <br />Stormwater Management Manual for Eastern Washington, Chapter 7 <br />Construction Stormwater Pollution and Drawings. In the event of a conflict, <br />the more stringent requirement shall apply. <br />B. The following is a list of standards that may be referenced in this section: <br />1. American Association of State Highway and Transportation Officials <br />(AASHTO): M252, Standard Specification for Corrugated Polyethylene <br />Drainage Pipe. <br />2. ASTM International (ASTM): <br />a. D2974, Standard Test Methods for Moisture, Ash, and Organic <br />Matter of Peat and Other Organic Soils. <br />b. D3776/D3776M, Standard Test Methods for Mass Per Unit Area <br />(Weight) of Fabric. <br />c. D4355, Standard Test Method for Deterioration of Geotextiles by <br />Exposure to Light, Moisture and Heat in a Xenon Arc Type <br />Apparatus. <br />d. D4397, Standard Specification for Polyethylene Sheeting for <br />Construction, Industrial, and Agricultural Applications. <br />e. D4491, Standard Test Methods for Water Permeability of <br />Geotextiles by Permittivity. <br />f.D4533, Standard Test Method for Trapezoid Tearing Strength of <br />Geotextiles. <br />g. D4632/D4632M, Standard Test Method for Grab Breaking Load <br />and Elongation of Geotextiles. <br />h.
