KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM MARCH 09, 2026 <br />Board members present: Chairman Cory Wright, Vice Chairman Brett <br />Wachsmith, and Commissioner Laura Osiadacz. <br />Others: Joshua Fredrickson, Lisa Godden, Public Works; Stephanie <br />Hartung, Kittitas County Prosecutor's Office; 1 member of the public. <br />At 1:30 PM Chairman Cory Wright opened the Public Works Study <br />Session. <br />CITIZEN COMMENTS <br />Pat Kelleher provided comment regarding the Roslyn Water Project and <br />expressed concern that the project does not appear to have a secured <br />water source and stated that securing a reliable water supply should <br />be a priority before further investment. Pat Kelleher referenced <br />prior utility infrastructure issues in other communities and urged <br />the County to ensure long-term water supply reliability. <br />An e-mail from Pat Kelleher to the Board.of County Commissioners <br />dated March 9, 2026 is attached hereto. <br />REQUEST TO APPROVE A RESOLUTION AUTHORIZING BOARD CHAIR SIGNATURE ON <br />DEEDS FOR ADDITINOAL RIGHT OF WAY ON BULLFROG ROAD <br />Joshua Fredrickson requested the Board of County Commissioners <br />approve a resolution authorizing the Board Chair to sign deeds for <br />acquisition of additional right-of-way on Bullfrog Road. <br />Joshua Fredrickson explained that the request is associated with the <br />Bullfrog Flats development in the City of Cle Elum. Although the <br />development is processed through the City of Cle Elum, Kittitas <br />County has jurisdiction over Bullfrog Road. A traffic study <br />identified impacts from the development, including the need for a <br />roundabout at one of the proposed intersections. <br />The roundabout would be constructed at the developer's expense, <br />subject to County review and approval. Joshua Fredrickson stated that <br />the existing right-of-way is approximately 60 feet, which is <br />insufficient for the proposed roundabout.
