KITTITAS COUNTY PUBLIC WORKS STUDY SESSION MINUTES COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 Regular Meeting MONDAY 1:30 PM MARCH 09, 2026 Board members present: Chairman Cory Wright, Vice Chairman Brett Wachsmith, and Commissioner Laura Osiadacz. Others: Joshua Fredrickson, Lisa Godden, Public Works; Stephanie Hartung, Kittitas County Prosecutor's Office; 1 member of the public. At 1:30 PM Chairman Cory Wright opened the Public Works Study Session. CITIZEN COMMENTS Pat Kelleher provided comment regarding the Roslyn Water Project and expressed concern that the project does not appear to have a secured water source and stated that securing a reliable water supply should be a priority before further investment. Pat Kelleher referenced prior utility infrastructure issues in other communities and urged the County to ensure long-term water supply reliability. REQUEST TO APPROVE A RESOLUTION AUTHORIZING BOARD CHAIR SIGNATURE ON DEEDS FOR ADDITINOAL RIGHT OF WAY ON BULLFROG ROAD Joshua Fredrickson requested the Board of County Commissioners approve a resolution authorizing the Board Chair to sign deeds for acquisition of additional right-of-way on Bullfrog Road. Joshua Fredrickson explained that the request is associated with the Bullfrog Flats development in the City of Cle Elum. Although the development is processed through the City of Cle Elum, Kittitas County has jurisdiction over Bullfrog Road. A traffic study identified impacts from the development, including the need for a roundabout at one of the proposed intersections. The roundabout would be constructed at the developer's expense, subject to County review and approval. Joshua Fredrickson stated that the existing right-of-way is approximately 60 feet, which is insufficient for the proposed roundabout. The developer worked with 2026-03-09 MINUTES
