Kimley>>>Horn <br /> MEMORANDUM <br /> To: Chad Bala,Community Development Services Director <br /> Jeremy Jonston, Long Range Planner <br /> From: Kimley-Horn and Associates, Inc. <br /> Date: March 20,2026 <br /> Subject: March 17,2026 —2026 Periodic Comprehensive Plan Update Public Hearing <br /> Public Hearing Procedures <br /> The 2026 Kittitas County Draft Comprehensive Plan, new Climate Element and Easton Subarea Plan were <br /> released for public comment on January 291h,2026. <br /> Kittitas County received 12 written comments prior to March 2,2026,and one additional written comment <br /> was submitted on March 17,2026.See the attached Appendix A with written comments submitted prior to <br /> the public hearing. <br /> The Kittitas County Planning Commission held a public hearing on the 2026 Kittitas County Comprehensive <br /> Plan on March 17.2026.At the public hearing, in addition to public comment, 5 additional written comments <br /> were formally submitted,the Planning Commission held the comment period open with some continued <br /> discussions with the public and then closed the comment period for final deliberations.See Appendix B <br /> attached for comments that were received in writing at the public hearing. <br /> Planning Commission Motion <br /> The Planning Commission voted 5-0 for the following motion: <br /> Motion to recommend approval of the 2026 Comprehensive Plan Periodic Update to the Kittitas County <br /> Board of County Commissioners subject to the following amendments: <br /> Amendment#1 <br /> Add a policy to the Utility Element to utilize a joint planning process with utility providers <br /> to better prepare for the enhance communication during power outages. <br /> Amendment#2 <br /> Add a policy to the Utility Element that the County should permit innovative sewer <br /> systems through the formation of sewer districts in rural areas which do not constitute <br /> urban governmental services and as allowed for in RCW 57. <br /> Amendment#3 <br /> To incorporate drafted redlines proposed by Commissioner Deneen in the document <br /> submitted to the Planning Commission on March 5th,2026 and presented at the Planning <br /> Commission Public Hearing to the Board of County Commissioners for review. <br /> Amendment#4 <br /> kimley-horn.com 2828 ColbyAvenue I Suite 200, Everett, WA 98201 <br />
