Kittitas Count, <br />Public Health <br />Department <br />To Protect and Promote the Health and the Environment of the People of Kittitas County <br />Joint Board of County Commissioners and Board of Health <br />Public Hearing <br />December 18, 2025 <br />Commissioners' Auditorium <br />Present <br />Board of Health (BOH): Brett Wachsmith, Laura Osiadacz, Danielle Bertschi, Dede Feddema <br />Absent: Cory Wright, Linda Navarre <br />Public Health: Jesse Cox, Candi Blackford, Chelsey Loeffers, Erin Moore, Kate Johnson, MacKenzie Carter, <br />Melissa Schumaier, Katie Odiaga, Cambron Walker, Audi Martinez, Chris Ofsthun, Dan Suggs, Kim Shilley, <br />Kasey Knutson, Laurie Holt, Rebekah Moon <br />Laura Osiadacz called the Public Hearing to order at 10:00 am. <br />Jesse Cox stepped to the microphone and reviewed the staff report and gave a brief background of how <br />the fees are established and noted that the following: <br />• Environmental Health (EH) fees are updated annually using a full cost -recovery model. <br />■ For 2026, staff incorporated a new five-year time data review to improve accuracy and fee <br />stability. This adjustment resulted in small changes across nearly all EH fees, and staff <br />recommend updating all fees accordingly. <br />■ EH fees are projected to generate $831,045, representing 68% of the EH budget <br />• Vital Records fess are projected to generate $65,000 in revenue <br />• Passports are projected to generate $12,000 in revenue <br />■ All fees combined are projected to account for 10% of the department's overall budget <br />Mr. Cox discussed a few changes to Environmental Health fees and noted that fees account for <br />approximately $920,000.00 of the 2026 KCPHD Budget. All Environmental Health Fees are developed at <br />full cost recovery. <br />At this time Mr. Cox asked the board for approval of a Board of County Commissioners and Board of <br />Health Resolution to approve the 2026 Public Health Department Fee Schedule. <br />Public Comment <br />Public Comment open at 10:05am <br />Public Comment closes at 10:05am <br />Motion to approve the BOH Resolution 2025-004 to adopt the 2026 Public Health Fee Schedule. <br />12.01: Motion to approve the BOH Resolution 2025-004 adopting the 2026 Public Health Fee <br />Schedule. Brett Wachsmith moved to approve the BOH Resolution 2025-004 adopting the 2026 Public <br />Health Fee Schedule. Daniel Bertschi second. All approved.
