Project Scope _ <br />Detailed Description of Capital Improvement Project- (use additional pages if necessary) <br />Several years ago, Kittitas County acquired an old mobile home park adjacent to the fairgrounds as the first step in <br />developing a new RV Park, as outlined in the Kittitas. County Fairgrounds Master Plan. Since then, the County has cleaned <br />and cleared the property, removing abandoned mobile homes, vehicles, and debris. <br />This year, significant progress was made. A design and site plan were completed, along with the required surveys and <br />ground testing. In partnership with the City of Ellensburg, new utility plans were developed, and electrical service to the <br />property was upgraded from single-phase to three-phase power to meet future demand. <br />We are now ready to move into the next phase of the project, for which we are seeking grant funds. This phase includes: <br />development of construction documents and initiation of the bidding process; permitting, required reviews, and additional <br />testing; construction administration services; installation of underground utilities (water, sewer, electrical, and <br />communications) designed to accommodate modem RVs, bouse trailers, and living -quarter trailers; and procurement of <br />construction materials. <br />Completing these steps will position us to begin above -ground construction. That phase will include installation of internal <br />drive lanes, parking spaces, and stabilized RV pads for safe and efficient traffic flow, as well as the development of -entry <br />and exit points, pedestrian walkways, landscaping; storm water control, and surface treatments to create a safe, functional, <br />and attractive environment. Once this stage is complete, the RV Park can open for use. <br />The final phase of the project will focus on enhancements and amenities, including signage for safety and way finding, a <br />restroom/shower facility, and a recreational area. <br />Attached are the RV Park site plan and projected timeline, illustrating the full build -out and anticipated completion of the <br />project. <br />Project Details <br />Amount Requested from WSDA Total Project Amount Type of Match <br />$ 250,000.00 $ 573,000.00 Q Monetary ❑ In -Kind ❑ Both Monetary & In -Kind ❑ No Match <br />Description of Match <br />Kittitas County is currently utilizing $323,000 in capital reserve funding that will support continuing the project <br />over the winter, in hopes we are awarded more grant funding to reach the next phase described above. Other <br />sources of funding for the construction phase are currently being pursued. <br />If your match is monetary, what is the source(s) of the matching funds? The sewer system has also failed. <br />This project will reduce risks of electrical overload and provide sewer utilities, while improving access for emergency services during <br />large events. These upgrades will support healthier conditions for the thousands of visitors who gather at the fairgrounds each year. <br />What is the impact if you were to receive a grant award less than requested? Can the project be completed by May 31, 2027? <br />It would delay the project for at least two years, if not more.
