Re: Comments on the Kittitas County 2026 Comprehensive Plan update <br />March 2, 2026 <br />Page 2 <br />The policies and narrative on the Designation and De -designation of <br />Agricultural Lands of Long -Term Commercial Significance need to be updated <br />to comply with WAC 365-I90-050. This is necessary to protect important <br />farmland which is the basis of the agricultural industry. Please see page 5 of <br />this letter for more information. <br />Table 4-2 on page 81, the comprehensive plan, and development regulation <br />updates must identify sufficient land for housing affordable to families earning <br />zero to 30 percent, 30 to 50 percent, 50 to 8o percent, 80 to 100 percent, and <br />100 to 120 percent of the Area Median Income (AMI). This is necessary to <br />provide adequate opportunities for housing for all. Please see page 6 of this <br />letter for more information. <br />• Table 4-2 on page 81 should only including housing types documented to be <br />affordable for the various income categories as planned affordable housing. <br />This is necessary to provide adequate opportunities for housing for all. Please <br />see page 7 of this letter for more information. <br />• Affordable housing should be focused in cities and urban growth areas. It is not <br />possible to economically provide affordable housing in rural areas. Please see <br />page 8 of this letter for more information. <br />• Please address the other requirements of RCW 36.7oA.070(2) in the Housing <br />Chapter. This is necessary to provide housing for all. Please see page g of this <br />letter for more information. <br />• The climate and resiliency chapter requires more specificity and programs and <br />development regulations to comply with RCW 36.7oA.070(g)(e)(i). Please see <br />page 10 of this letter for more information. <br />• The climate and resiliency chapter must prioritize actions that benefit <br />overburdened communities to comply with RCW 36.7oA.070(1) and RCW <br />36.7oA.070(g)(e)(i). Please see page 11 of this letter for more information. <br />• The climate and resiliency chapter must address climate caused decreases in <br />water supplies and help address the increased demand for agricultural water <br />supplies. This is necessary to comply with RCW 36.7oA.070(g)(e)(i). Please see <br />page 11 of this letter for more information. <br />• Adopt policies, programs, and regulations to achieve environmental justice. We <br />have recommended principles to incorporate into the policies, programs, and <br />regulations. Please see page 12 of this letter for more information. <br />• Adopt policies, programs, and regulations to address increased wildfire risk. <br />This is necessary to protect people and property from wildfire risk and comply <br />with RCW 36.7oA.070(g)(e)(i).
